CBD-Tropfen sind zulassungs­pflichtige Arzneimittel, auch wenn der Wirkstoff in diesem Produkt unterdosiert ist. Das VG Köln begründet seine Entscheidung u.a. mit den begrifflichen Unterschieden zwischen Wirksamkeit und pharmakologischer Wirkung. Eine pharmakologische Wirkung könne sich schon unterhalb der Wirksamkeitsschwelle eines Wirkstoffs sukzessive aufbauen und setze nicht abrupt mit Erreichen dieser Wirksamkeitsschwelle ein.
